Compensating for pollution damage caused by substances other than oil

Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends supporting the ongoing activity within IMO regarding development of an international regime governing transportation of hazardous and noxious substances carried by ships and further considering whether compensation funds similar to those established under the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage (1971) (Fund Convention) would be appropriate in respect of pollution damage caused by substances other than oil.
