Actualizing dissenter participation
Description
Incorporating minority voice into the political decision-making process. The effect is to give local permission to dissent in the decision-making process along with other local individuals in order to create a corporate thrust which could formulate the opposition opinion in a way that minority concern could be responsibly communicated and represented.

An integral part of incorporating minority voices by honouring minority wisdom in decision-making processes.
Implementation
Tactics include: political participation to energize existing dissenter groups; catalytic unit to channel concerns and create a local action base; family participation to give power to families by creating a common family stance; establishment structures to open training opportunities and allow the operations and problems of the establishment to be understood; and minority priorities intended to provide a base for future action. An example of this is the effect of Caesar Chavez activating the grape pickers into a corporate stance regarding the unjust pay scale. By illuminating the grape pickers situation local grape pickers were able to corporately respond to the tyranny they individually experienced.
