The key people who are aware and dedicated to the needs of their communities are often confronted by a lack of the necessary tools to sustain them in their work. Because motivational methods are not available to those who are more aware, the rest of the population also suffers. They see themselves as unable to participate in or to actively affect processes, consequently becoming like bystanders. There is no-one to give them the necessary incentive to be responsible members of a global society.
