While it is recognized that changes in consumption and production patterns must lie at the heart of the global transition towards a sustainable society; it must be noted that current developments in the countries with economies in transition may have the effect of duplicating unsustainable consumption patterns.

Incidence

Paragraph 21 of the 1998 UN/ECE Arhus Declaration recognizes the problem of duplicating unsustainable consumption in the development processes currently underway in Eastern European countries.
