Phantom development aid

Phantom development aid is never received the recipient country.  Some of it doesn't even exist except as an accounting item, as when countries count debt relief in the development aid column. Much of it is spent on overpriced and ineffective technical assistance. A lot of it never leaves home but rather pays for expert salaries and domestic products bought from donor country.
