With the historical increase in the population of the larger landholdings, these became kingdoms. The familiar relationship, through which people knew one another personally, lost its significance, thus removing the major dissipator of aggressivity. Further increases in the population shifted the numerical relationship between the rulers and the ruled. Democracy has not succeeded in striking an appropriate compromise between maintaining the order that a very large number of people make absolutely necessary and preserving those freedoms for individual action which belong to the rights of man. Large populations mean that there are too many voters and too few people to be voted for. And very few of the latter, however intelligent and morally faultless they may be, are capable of preserving their whole humanness once they are in positions of power.
Counter-claim
Love of order is part of the original programming of human behaviour and can be numbered among the human virtues. It is closely related to the search for harmony and for healthy, coordinated interaction.
