Claim

The principle of non-interference in domestic affairs was conceived as an instrument for protecting and guaranteeing the sovereign equality of States and the right of peoples to self-determination and to international peace and security. It is unanimously acknowledged that foreign interference in domestic affairs means an attempt to stifle the aspirations of peoples to free development. But to plead non-interference in domestic affairs in cases of brutal and systematic violation of human rights, including those in countries' own constitutions, is not only an illegal act but also a profoundly immoral one. The principle of non-interference in internal affairs cannot be invoked when in question are the life, liberty and dignity of human beings -- universal values which should be protected by all national and international means.
