The failure of the European Community in Bosnia is partly due to the messy institutional compromises built into the constitution of the Community. EEC/EU foreign policy is only common in aspiration. In practice it is restricted by national veto. The European security institutions are collectively disorganized and impotent. These problems are necessarily reflected at the level of the United Nations.
