Those in established positions of power fear social anarchy. There are few if any social structures to hear dissent or conceptual frameworks to understand alternatives to present policy available to leadership. When dissent is perceived the tendency is to suppress it in order to maintain internal security. At the same time if the minority voice is not silenced there would be the possibility of social upheaval.

Counter-claim

As John Calvin suggests, in a perfect world where humankind has not fallen into sin the restraints of civil government would be unnecessary but in the actual world even a bad government is better than none at all.
