Nature

There are no generally accepted avenues to participate in reaching a consensus. Networks of informal interpersonal relationships are separate from the social institutions - school, market, office - in which priorities and goals are developed. The community has no means of authentically engaging citizens in a broadly-based exchange of ideas relative to the setting of priorities and goals for the locality on issues of primary importance.
