Distortion in intergovernmental organizations by mini-state membership

Claim

International organizations whose members are sovereign states may be unbalanced by small country memberships. Many small countries play an almost infinitesimal role in world trade and regional strategic considerations, and their small budgets and lack of trained people give them very little scope for cooperation and participation in international activities, so they may also have little international experience. Despite this, such countries may outvote countries who have vital interests in particular issues in such international organizations as the United Nations and others.
