Incidence
In 1993, a UK home for the mentally handicapped was targeted as a nuisance to the community surrounding it. As the home was located in an affluent area, whose land owners were particularly concerned about the integrity of their neighbourhood and value of their properties, its handicapped occupants were the source of concern. Community members complained about disturbing noises emanating day and night from the nearby home, which they felt was destroying community peace, frightening their children, and undermining the price value of their properties.
