Claim

An annual levy of 2% of the licence fee on commercial broadcasters and cable operators in the USA would produce $1 billion a year: and that could help produce a very good public broadcasting service. Public television should become just as much a public commitment as our public libraries, hospitals, parks, schools and universities, but it is a stepchild, struggling to provide outstanding public service while remaining in the role of a perpetual beggar in the richest country in the world.
