Barriers to transfer among educational facilities

Artificial or outmoded barriers exist between different educational disciplines, courses and levels, and between formal and non-formal education. Students are unable to move easily from one level to another within a particular establishment or between educational establishments. They are unable to enter freely at various stages nor to leave at many different points.
