Absence of accountability in construction planning

Present systems of long-range planning concerning the use of construction expertise are not oriented towards meeting the requirements of all interested parties, nor are they comprehensive enough to allow for adequate expansion to meet such needs. This is particularly true in underdeveloped nations where local funds are not available. Concern for individual requirements is pushed aside because of the absence of accountability on local, regional and international levels.
