Confederation
Description
1. A political form of organization, federating autonomous entities by a central administration or government, having delegated powers. The central administration may not impose decisions on individual members. Political confederations are also known as leagues and united bodies (provinces, states, etc).
2. Federalled labour syndicates (unions) at national or international levels members of which (locals, etc) have varying degrees of autonomy.
