Illicit activities, such as production of narcotic plants, endangered animal products, or explosives, generally occurs in remote or secret location beyond the effective control of national governments. Without co-operative efforts among nations, it would be extremely difficult to curtail the activities of criminal trafficking organizations. If laws against production and trafficking are strictly enforced in one country, the traffickers simply move to a safer location.
