Promoting human resource development

Context:
Production processes and services must adapt to changing circumstances: as technology advances, regulations are reinforced and commercial practices change, each presenting new opportunities and constraints. Personal abilities and practices must adapt accordingly, and human resource development must be given close attention. However, reaching beyond this evident need, further increases in efficiency and radical innovation will result increasingly from human endeavour and be a major source of future growth, so human resource development must become a key policy issue.
