This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.Agenda 21 indicates that analysis of data for indication of climate change as a basis for developing remedial measures is a complex task. Extensive research is necessary in this area and due account has to be taken of the work of the Intergovernmental Panel on Climate Change (IPCC), the World Climate Programme, the International Geosphere-Biosphere Programme (IGBP) and other relevant international programmes.
