Claim:
Sustainable development can only work when individuals and communities - including indigenous communities - feel they have an investment in their soil, water, and forests. Donor countries have only gingerly prodded countries on issues of land use, tenure, and distribution, for example, because of lingering developing country sensitivities over the colonial legacy.
