Banning exports of radioactive waste to countries which prohibit their importation

Context:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends banning the export of radioactive waste to countries that, individually or through international agreements, prohibit the import of such waste, such as the contracting parties to the [Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement of Hazardous Wastes within Africa], the fourth [Lomé Convention], or other relevant conventions where such prohibition is provided for.
