An integral part of integrating labour capabilities through a global network of employable exchanges.
Implementation:
Tactics include: signal projects to promote an expanded knowledge of global opportunities through personnel exchanges; re-imaging assignment needs to enable assignment decisions; enablement motif to deal with personal re-imaging enabling acceptance of assignments; providing accountability structures to hold those who make assignments and those who accept assignments accountable; and designing mission symbols to provide the interior authenticity for the assignment rationale.
