Creating compliance regimes for multilateral environmental agreements

The importance of fostering effective Multilateral Environment Agreements (MEAs) to tackle particular environmental problems requires strong, efficient and effective compliance regimes to enforce their legally binding commitments. Procedures and mechanisms, entailing binding consequences for parties in non-compliance must be clearly elaborated.
Implementation
Paragraph 9 of the Århus Declaration (1988) commits the Ministers of Environment for the UN Economic Commission for Europe to strengthen compliance regimes for MEA's.
