Complying with international guidelines in hazardous waste agreements

Context:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends: making recommendations to the appropriate forums or setting up or adapting norms, including the equitable implementation of the polluter-pays principle, and regulatory measures to comply with obligations and principles of the [Basel Convention], the [Bamako Convention] and other relevant existing or future agreements, including protocols, as appropriate, for setting appropriate rules and procedures in the field of liability and compensation for damage resulting from the transboundary movement and disposal of hazardous waste.
