Combining formal and non-formal training using modern materials

Implementation:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends that both formal training and non-formal types of human resource development and capacity-building programmes should be combined, and use should be made of user-oriented training methods, up-to-date training materials and modern audio-visual communication systems.
