This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Claim:
Human resource development for waste minimization should not only be targeted at professionals in the waste management sector but also should seek to obtain the support of citizens and industry. Human resource development programmes must therefore aim to raise consciousness and educate and inform concerned groups and the public in general. Countries should incorporate within school curricula, where appropriate, the principles and practices of preventing and minimizing waste and material on the environmental impact of waste.
