Mobilizing goodwill recognizes that it is people's attitudes which, to a large degree, create the possibility of real change happening.

1. Mobilizing goodwill is an intentionally vague strategy. It is more effective for its practitioners than for society as a whole.

2. Focusing on attitudes alone does not produce actual social change.
