2. A policy to promote social development should have at least seven elements, four overarching objectives and three essential means. In addition, participation is the glue that holds all this together. The four overarching objectives would be to: 1) Maintain social cohesion, 2) Foster equity, 3) Reach the ultra poor, 4) Strengthen cultural identity. The three essential means are to: 1) Promote social mobility, 2) Support institutional development 3) Encourage participatory social policy research.
