Industry's environmental performance is being increasingly held to account by the general public. NGOs are emerging as unofficial industry 'watchdogs', in countries such as the Philippines as well as in more traditionally activist regions such as North America. Greater public scrutiny is being facilitated by right-to-know legislation enacted in many places, including Canada, the United States and the European Union. The [Ã…rhus Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters] (1998) is a good example.
