Developing Local Agenda 21

Implementation:
Hamilton-Wentworth, Canada began work in 1990 to create its Local Agenda 21 called "Vision 2020". The process has involved consultation and input from more than 1,000 citizens. The municipality is creating mechanisms for implementation, including an annual public reporting process, development of sustainability indicators, and the formal integration of Vision 2020 priorities into the annual municipal budget process.

The Local Agenda 21 effort in the highlands province of Cajamarca, Peru is aimed at the establishment of a [Provincial Development Plan] which ties economic growth and quality of life improvements to ecosystem management. Six consultation forums covering education/natural resources/agriculture, employment, cultural heritage/tourism, urban environment and women/family/population were been established to create multi-sector development strategies which will be implemented through signed inter-institutional agreements.

Claim:
The translation of Local Agenda 21 into concrete actions is necessary. The document is too abstract which has proved to be an important obstacle for implementation. Methods for achieving sustainable development on local level are not given. As a consequence many local governments do not know how and where to start.
