The "Fifth Commitment" of the Social Summit reads: "We promise to promote the full respect for human dignity, to obtain equality and equity between men and women, and to recognize and increase participation and leading functions for women in political, civil, economic, social and cultural life, and in development. (A)mong other things efficient measures (will be adopted) through the promulgation and application of laws and policies designed to fight and eliminate all forms of discrimination, exploitation, bad treatment and violence against women and girls, in accordance with the relevant international instruments and declarations. It also calls for measures that will guarantee universal access to health services, adequate labour policies for women, and measures to increase the equality of conditions, well-being and opportunities for girls.
