Context:

An integral part of balancing utilization of production through control and regulation of allocation and development and information on available resources and distribution, so there is local accountability for worldwide needs.

Implementation:

Tactics include:  direction to comprehensively project ahead in order that production can be planned according to the needs of the people; needs research to determine needs and investigate ways to meet demands comprehensively; data centralization to gather all data on present available resources and unavailable resources into coordinating system; structured distribution to set up systems to ensure intentional distribution of the product; and international exchange to research ways to plan and control the exchange of products, personnel and knowledge. An example is a neighbourhood task force to determine local problems.
