Non-lethal warfare

Description:
Engaging in combat using technologies of warfare which do not kill the combatants.
Implementation:
Research is being done on narcotic darts and temporarily incapacitating chemical agents.
Claim:
Warfare being inevitable. It must be rendered less or non destructive to human life. Thus instead of being biological it could be made economically destructive.
Counter Claim:
Were warfare much less destructive, it would be more frequently used to resolve conflicts. It is precisely its physical and biological destructiveness which makes it the last resort.
