Determining civil liability

Implementation:
A 1993 "precedent legal opinion" in the USA established a government liability for its military providing military personnel with cigarettes and tobacco while on active duty. The US federal government could be held liable for medical care and compensation to potentially millions of veterans who used the army-provided tobacco and later developed tobacco-related diseases.
