Withholding benefits

Claim:
Benefits should be withheld when recipients are fraudsters and when recipients do not take any or any significant steps in their lives to try to come off benefits when the possibility to do so exists. Only the most needy people, people who clearly need ongoing help (mentally ill etc.), should continue receiving long-term benefits.
Counter Claim:
When benefits are withheld, throwing needy people off welfare, a vicious circle of human destruction develops. Individuals who lose their eligibility for food and health care benefits, still get hungry and sick. These people, who already know that they are despised, will come to realize that they have absolutely nothing left to lose.
