Immediately following the Earth Summit came the creation of the UN Commission on Sustainable Development (CSD), a high-level body of ECOSOC. The CSD accredited all NGOs previously admitted to ECOSOC as well as UNCED-accredited NGOs which apply It is argued that the CSD's decision to work with accredited NGOs implies that programmes and workplans will be put into practice along the lines proposed in Agenda 21 The CSD also provides an opportunity to develop new models of UN/NGO relations, with the possibility of influencing the whole UN system.
