Structural poverty

Incidence 
The President of the World Bank Group estimated in 1998 that more than 20 million people living in east Asia fell back into poverty last year, and where, at best, growth is likely to be halting and hesitant for several years to come.
Claim 
The structural and conjunctural causes of poverty have been known for a long time, and include uncontrolled population growth and neo-liberal models of economic development.
