Separate and unequal development within societies

Incidence 
It is reported that in the cities of the United States there are large population groups with a higher infant mortality rate, a higher illiteracy rate, and poorer nutrition than in many of the countries to which American relief aid is sent. In 1990 it was noted that only 39 percent of American inner-city children were immunized against measles compared to 80 percent in India and 88 percent in the Philippines.
