In January 1993, 1,000 Chinese peasants rioted in Sichuan province, attacking officials who had demanded contribution up 14% of average yearly farm income for a local highway. Elsewhere, protests have broken out against officials who pay for grain with IOU's, often after spending government revenue on real-estate ventures or the stock market.
