Nature 
The rubella virus usually infects children and is of limited danger to them. However, when it infects a pregnant woman, there is a very high probability that the development of the foetus will be retarded or defective, or that the mother will abort.
Incidence 
In 1993, it was reported that the incidence of rubella was increasing in the UK -- with 153 cases, almost the total of cases in 1992, in January and February alone.
