Although the institutional framework for civil aviation provides for equitable relations between states, discriminatory and unfair practices exist in the relations between developed and developing countries in the matter of civil aviation. Many developing countries in addition, have structural disadvantages that restrict their own airlines, according to UNCTAD studies. Developing countries face many international obstacles against increasing the air transport of their fleets and the development of their export of goods by air.
