Proliferation of manufacturing capability of chemical weapons

Industrialization brought with it the technical capability of many countries to manufacture chemicals, and the precursors of chemicals, that can be used as chemical weapons. Many chemical exporters operate plants in countries that are neither part of a twenty-country group that controls the export of precursor chemicals for chemical weapons, nor are influenced by them.
