In some countries where there is a monopoly in supply of building materials, shortages have been created deliberately in order to force up the price. The steep rise in prices of land and building materials has effectively removed decent housing from the reach of low- and medium-income groups in most developing countries.
From 1980 to 1990 the price of cement decreased by 40 percent.
