Premature release of repatriated prisoners
Incidence 
Notably because of overcrowding of prisons, offenders are increasingly released prematurely. In the UK in 1993 it was proposed that immediate amnesty be given to short-term prisoners and that jailing of low security offenders should be delayed until space became available. This proposal followed two earlier amnesties in 1983 and 1987 when 2,000 and 1,000 prisoners were released.
