Overriding of international by local concerns

Nature 
Communities which wish to relate themselves to world issues do so as a secondary effort, a gesture of generosity. Like many such gestures, this fails as soon as pressure is applied, and emphasis is again wholly focused on local issues which more immediately affect the population.
