Claim 
The age-old tradition of rule by the chosen (and educated) few is the basis of today's systems of production decision-making, even in a time in which every society's mindset assumes, to a greater or a lesser degree, participation by the many. Consequently, production systems are consistently unrelated from the mass markets they seek to serve, and change of any kind is slow and cumbersome.
