Non-participation of youth in decision-making bodies

Nature 
Irrespective of the prevailing conception in regard to social welfare for the young or the quality and extent of such assistance in each country, the institutions providing this assistance are almost always organizations that proceed by means of administrative action and which treat young people simply as clients. The young take virtually no part in the management or operation of these organizations in spite of the fact that they are designed to implement, through the services they provide, these important rights of the young.
