Manipulation of nongovernmental organizations

Nature 
Non-governmental organizations are increasingly vulnerable to manipulations from established institutions on whom they are made to depend. These manipulative schemes result in an immense expenditure of time and resources on the part of NGOs who are reduced to becoming the 'water carriers' for development's elite corps.
Incidence 
Many retired university professors and government officials 'give' seminars, which actually amount to little more than demanding extensive reports from NGO's which are then compiled and published under the consultants' authorship. This disrupts the priority work of the NGO's as local meetings must be quickly organized and reports be hastily published.
