Incidence 
The social context out of which choices for technology development are made is limited largely to military and economic conceptual frameworks. Medical treatments for those with rare diseases are left undeveloped because of small markets. Simple, low cost, agricultural equipment needed by the vast majority of the world's population is left to individual farmers or to small philanthropic organizations to develop. The vast majority of the people of the world have no means of influencing these decisions.
