Nature 
The use of technology to exploit natural resources is limited to special interest groups who neither consider the need of the globe for the resources nor the use of alternative technologies. Many of the most effective technologies are private property and as such outside the control of the public. Governments contribute to misuse of technology through protectionist measures. Monetary considerations normally out weigh environmental or limited availability of the resources.
